Dear Mir Hazar

Could I suggest that you if you could please insert the following viewpoint under the title " A Point of View on Afghanistan Culture Minister" possibly in Kabul Press?’ English page, so the reader can comment on it. Please feel free to divide it into separate paragraphs which I could not do due to technical difficulty of this page. Thank you for your good work and regards, Balkhi

The ordinary citizens anywhere in the world are obliged to comply with approved legislations and by no means unawareness from law can possibly be concieved as a justifiable excuse not to follow it. However come to Afghanistan the country of irony where the government, its departments and ministers treat the legislation with total disregard and still can save their position only by claiming that the legisgation was not formally submitted to them. What a surprise! A set of law specifically designed for administering media and use of the Ministry of Culture and yet the minister can get away with the excuse that he was not aware of the legislation i.e. Mr Khuram said "the legislation was not formally submitted to us...." However for those who may not be fully aware of our contextual realities it is worthy to say that dont be too surprised if you see our president is convinced and thinks that it is a bit unrealistic to expect minister Khuram to act for the cause of advancing culture and media! You may naturally ask why not? Well the answer is simple though very naive: The Minister comes from and represents a religious fanatic party which is partly in the government called Hezbi Islami. In the past this party has had the top place in causing most of conflicts and destructions in the country and only recently it lost it’s place to Taliban but still managed to maintain the second place. Their leader Mr Hekmatyar still fights a war in tune with cross-southern-border terror network. Just an example: minister Khuram’s party was used to firing of up to 400 rockets per day on civilian Kabulies from 1994 t to 1996 as per BBC daily reportage; it resulted most of the carnage in the Capital. Now President Karzai feels that he has got to be pleased with this minister who is at least peaceful and not firing all those rockets or indeed not fighting a war. What a painful and naive appeasement! Well it may sound like a joke but apparently for our minister of culture the only qualification to keep his position is not to fight! Otherwise if you look at his activities they are all designed with one unified purpose of stopping the cultural evoluation of this nation. Afghanistan’s non-govermental media is full of examples of this ministers anti-cultural masterworks and can be checked for reference. In addition to boycotting the relatively free-spirited media legislation the examples of his other achievements are: persistent and systematic attempts to weaken and undermine our non-pashton language, identity and cultural values which by the way is very moderate and in hormony with values most nations globally uphold and incidentally including the internationals who fight for saving and strengthening those values in Afghanistan with a deadly cost. Mr Khuram fired a journalist for not using a Pashto word while reporting in a non-pashto language i.e. Farsi/Dari/Persian. The latter language is spoken by the majority 60% of populaiton as per reliable unbiased international sources but is not unfortunately the language of 35% of population who are often regarded as ruler of this country Mr Karzai included. This ruler ethnic group is formally regarded and called as Pashton but informally as before widely called as Afghans or Awghans in masses conversations. So this way the Pashton/Afghan ruling elites in the structure of current government broadly speaking remain considerably loyal to the their tribal and ethnic values despite claiming to be allies of the West and subscribe to Western moral values. Although on the surface it seems as only Taliban fight for the advancement and domination of the tribal strict and so-called Islamic cultural practices however the pro-tribal elements within our government pursue the same line of thought for same cause but rather secretly with the undercover of liberal and human right values to ensure the West’s total deception and continuation of their aids. This way they manage to consistently undermine and supress the more peaceful, reconciliatory version of Afghanistan’s cultural identity even though it belongs to her majority population. As a result in real they endeavour to restrict human rights and freedom, to achieve a total remake of Afghanistan’s identity by spreading Pashton’s cultural dominance and full Afghanization of the nation!O

IS NOT THIS EXCEPTIONAL NAIVITY OF THE INTERNATIONAL COMMUNITY TO PAY BLOOD TO SAVE THE POPULAR CIVIL VALUES IN AFGHANISTAN WHILE PAYING ENDLESS CASH TO STRENGTHEN AFGHAN GOVERNMENT AND ITS MINISTERS WHO ONLY HURT AND HINDER THOSE VERY VALUES IN THE SAME COUNTRY?o

ISN’T OUR POLITICAL LIFE AS A NATION A BIG JOKE?o

WONT IT BE MUCH CHEEPER AND COST-EFFECTIVE FOR THE WEST AND NATO NOT TO PAY ENORMOUS CASH TO AFGHANISTAN’S GOVERNMENT SO A FULL AFGHANIZATION OF OUR COUNTRY CAN BE STOPPED WHICH IN THE SHORT AND LONGER-TERM WILL PROVE PAINFUL TO US AND THE WORLD?o
